ARTICLE 1: NAME
The Network shall be known as
THE INTERNATIONAL NUCLEAR WORKERS
UNIONS NETWORK.
(Herein after referred to as INWUN)
ARTICLE 2: OBJECTIVES
To promote solidarity and cooperation with the Trade Unions worldwide.
To ensure that the views of Unionized Nuclear Workers are included in the worldwide
debate on the use of Nuclear Energy for the production of electricity and for other
peaceful purpose technologies.
To inform Union Leaders, Unionized Workers, and Political Leaders worldwide of the
strategic importance of Nuclear Power for the production of electricity and for other
peaceful purposes.
To defend and maintain Nuclear Energy from the perspective of the Unionized Workers.
To ensure that Organized Labour Organizations worldwide are kept informed of the
views of Unionized Nuclear Workers toward issues involving the Nuclear Industry.
To ensure that International Nuclear Organizations such as the International Atomic
Energy Agency (IAEA), World Nuclear Association (WNA), International Labour
Organization (ILO), International Commission on Radiation Protection (ICRP), World
Association of Nuclear Operators (WANO), European Union (EU), World Energy
Council, Organization of Economic Cooperation and development (OECD), International
Energy Agency (IEA) etc are kept informed of the views of Unionized Nuclear Workers.
To encourage and support the formation of National, Regional and other Nuclear Union
Networks.
To organize and participate in events such as, conferences, seminars, workshops etc that
will help to improve the social understanding of Nuclear Energy within Trade Unions and
the general public.
ARTICLE 3: MEMBERSHIP
The membership will consist of Unions or Councils of Unions that are recognized as
Trade Unions that include Nuclear Industry Workers and Related Workers in their
membership in the country where they reside.
The Executive Board will approve applications for membership.
Nuclear Worker Associations etc may be approved as associate members of the Network,
if approved by the Executive Board. Associate members will be allowed to attend
INWUN events but will not be eligible to vote or hold office.
ARTICLE 4: ADMINISTRATION
The business of the INWUN is carried out by the President in consultation with the
Executive Committee and the Executive Board.
The official language of the network will be English.
(a) The Executive Committee
The Executive Committee will consist of the following officers:
President
Executive Vice-President,
General Secretary
Treasurer
Four Vice Presidents at Large
The President, Executive Vice President, General Secretary and Treasurer will be elected
by the Executive Board for three year terms.
The four Vice Presidents will be elected annually by the Executive Board.
The Executive Committee will meet a minimum twice each year. The President will
operate the organization as per the constitution between executive committee and
executive board meetings,
(b) Executive Board
The Executive Board will consist of the Executive Committee plus one representative of
each member Union. The Board will meet a minimum of once each year at the call of the
President. The President will call a Board meeting if 50 percent of the Board members
request a meeting in writing.
Each member Union will have a vote and voice at the Executive Board.
The Executive Board will approve the budget, programs, Policies, Bylaws, direction etc
of the INWUN.
(c) Standing Committees
The following Standing Committees will be in place on an as required basis:
Conference and Technical Committee.
Liaison Committee with International Labour Organization (ILO).
Liaison Committee with the International Atomic Energy Agency (IAEA).
Liaison Committee with the International Commission on Radiation Protection
(ICRP)
Liaison Committee with the World Association of Nuclear Operators (WANO).
Liaison Committee with the Trade Union Advisory Committee (TUAC) of the
OECD.
Others as required by the Executive Committee.
The Executive Committee will determine the size and appoint members to the above
committees when required and will approve the Terms of Reference for the Committees.
(d) Ad Hoc Committees
From time to time Ad Hoc working committees may be appointed by the Executive
Committee.
ARTICLE 5: DUTIES OF THE OFFICERS
(a) Duties of the President
The President is responsible for the day to day operation of the organization.
The President or his/her delegate will be chairperson of all of the meetings of the
Executive Committee and the Executive Board. In the event of a tie vote the President
will cast his/her vote.
The President takes all measures to proceed with the proper implementation of the
decisions of the Executive Board.
The President represents INWUN at all functions that are attended in respect to the
Network. He/She can delegate this capacity to any other member of the Executive
Committee or Executive Board.
The President will be member ex-officio of all INWUN committees,
(b) Duties of the Executive Vice President and the Vice Presidents
The Executive Vice President assists the President in the exercise of his/her
responsibilities. He/she replaces the President in the case of the latter's prolonged
absence.
The Vice Presidents assist the President in the operation of INWUN.
(c) Duties of the General Secretary
The General Secretary is responsible for the preparation of the reports and minutes of the
Executive Committee and Executive Board meetings. He/she manages the
correspondence of INWUN.
(d) Duties of Treasurer
The Treasurer keeps the accounts of the INWUN. He/She is responsible for ensuring
payment of invoices and the annual membership dues.
The Treasurer, in consultation with the Executive Committee prepares the budget of
INWUN.
He/she audits shall arrange for the accounts of INWUN to the audited on a yearly basis .
ARTICLE 6: AMENDMENTS TO STATUTES
Articles can be amended by a vote of 66% at a meeting of the Executive Board.
ARTICLE 7: BYLAWS
Bylaws can be established by the Executive Committee subject to the approval by the
Executive Board.
Bylaws will clarify the various points not addressed by the Articles, particularly those
pertaining to the internal administration of the INWUN.
Article 8: MEMBERSHIP DUES
Each member Union will pay a one time registration fee of 100 euros
Each member Union will pay 100 euros annually to INWUN.
Each Associate member organization will pay 100 euros annually to the INWUN.
ARTICLE 9: EXPENSES
All cost incurred by members of the Executive Committee and Executive Board will be
the responsibility of their Union or Employer.
INWUN expenses will be covered under the annual budget which will be approved by the
Executive Board.
